		<description>I use console vim for coding and I try to fit as much 80-columns-wide console windows on the screen as I can (horizontally). I make the consoles as narrow as the font readability allows.
I recently realized I can fit ~40 more columns when I set white background than with dark background. So I think black on white is readable even at  sizes that white on black makes unreadable.</description>

Institutions are demanding, to their researchers, to publish in high ranked venues. One of the reasons for this can be linked to funding as you have mentioned, but at another level. 

Mainly those high ranked forums are already established and they have existing demand, and keep on adding.  A relative young conference, or a venue that wants to increase its rank, must push deadlines until they have enough quality papers.  

Perhaps I am wrong, but that is how I look at it. 

Also I have experience a authors demand for extension. For example, if a conference, presents SEVERAL emails asking for an extra week, just some hrs before the deadline the date is extended. At least I have lived that.</description>
