2. Write header and block level data
  2.1. Store text header
2.2. Compress block codes by QM-coder
2.3. Store dummy indexes
2.4. Store pixel level models
3. Process each cluster (compression phase)
  3.1. Compress the pixels by modified JBIG
3.2. Record the starting positions of the next clusters
4. End up compression
  4.1. Replace the dummy indexes by the real ones
